You cannot reduce the base boost with impunity, it does have effects. The BPV will at all levels of activation apply some pressure to the wastegate actuator when the boost is getting on. The base boost is lower than the levels achieved when the BPC has its electrial connector removed, something that other don't seem to understand. The BPV when disconnect is still bleeding a bit.

So I would be concerned with two things. One is that the base boost is not correct and the other that the BPC valve would be bad as well. If you could do a BPC swap you would certainly learn something.

I suggest the following. Put out a new posting asking what the base boost is for your model year, or call your dealer and ask.

Note that some folks tighen down the adjuster to get higher levels of boost in the first two gears. So these things are not set in stone. And it only makes sense that if they are able to adjust the boost up with such methods, that a mis-set actuator would allow for lower levels of boost as well.

Another possibility other than the previous owner playing with the settings could be that they were struggling with a bad BPC valve. You will not know the whole story until you do something.

If you are into DIY, I suggest that you tighen up the wastegate actuator a bit and see how the system responds. If you can get the pressures up to stock levels with the stock ECU, then thats all that you were seeking. With a stock ECU you could go a bit more, which will not improve the boost in the higher gears, but could improve torque in gears 1 and 2 and improve spool up. But with a new ECU on order, I would not do this.

Now for a MBC, I have long suggested that a soft setting of the actuator, would reduce the pressure overshoots, as the MBC would then be able to open the wastegate faster once the MBC's ball-spring allowed flows to occur. Seems to me that that is where you were. Any observations about overshoots increasing after you had the base boost increased to 4 PSI.
