Not really.

Yes. Most North American synthetics use Group III stocks nowadays. I am not entirely convinced that the new Mobil 1 SuperSyn is still PAO... There are some indications that they have switched to Group III along with everyone else.

European market is pretty wierd. They still use mostly Group I stocks, have NO Group II/II+ production at all (the first Group II facility is scheduled to open in Greece in 2004) and use Group III or a mix of Group I and PAOs to make "synthetic" and "semi-synthetic" oils. Shell provides most Group III stocks, so any Shell brand oil is probably Group III.

The official reason for this is that European driving style is more "pedal to the metal" for hours on the autobahn. The smaller European engines cannot handle this kind of stress and require thicker oil to stay reliable. For the larger engines, this driving mode is a lot more relaxed, so they are OK with ?W-30.

You can basically tell the kind of base oil by looking at the specs. Group III will provide for pour point down to about -45', while true PAOs will go down to -55'. Group II/II+ (such as ChevronTexaco non-synthetics) is actually pretty close to Group III in this respect, with the new 5W-30 going down to -45'. All for about $1/qt. Amazing value, considering that *most* Group III "synthetics" with similar specs are about $4/qt.

Another choise is Motul and other Group V oils. These are Ester-based "true" synthetics, a bit more expensive. They provide better hot-weather protection, especially during track use.
