Police officers are allowed to cross state lines, typically up to 1 mile, but typically only when they are involved in a high-speed chase.
Iny any case, it sounds like you have PA tags, and because you have PA tags, you have to conform to PA automotive regulations. You were leaving PA, and they saw you in PA violating PA law. Sounds reasonable to me.
That means your tint has to be within the limits. :o( 16% is VERY dark, and while I'm sure it looks nice, that's actually unsafe. Cops are not trying to be jerks on this; the state has these laws for a reason!
