The Uptown Art Fair is incredible - top of the heap. There's also an Edina Art Fair which is also pretty impressive, in and around the 50th & France area usually in late June I think.
Some of the Minneapolis neighborhood festivals have arts & crafts components to them. The Linden Hills Festival (usually the third Sunday in May) has that, but not remotely close to what you'll see at the Uptown art fair.
And, it's not an art fair, but an absolute must attend event, if you've never been to it, is the Minnesota State Fair, the last week of August through Labor Day. The State Fairgrounds are just north of St. Paul on Snelling Ave. One of the running themes of the MN State Fair is food "on a stick," which reached its zenith a couple of years ago with macaroni and cheese on a stick. The Minnesota State Fair is one of those crowded, folksy, semi-authentic slices of Americana that just has to be seen. If you like people-watching, there's no better place.
