Assuming you still have it. I can't imagine a title becoming irrelevant if you actually have one. Title does not matter if you cannot get/do not have a paper title despite being the rightful owner.
Call this joker and tell him that you are going to report the car stolen unless he comes up with all of the $ he agreed to pay you. His cash flow should not be YOUR problem. It's his. Assuming you have his address, you can even tell the police where to find the car.
This sounds like it involves several states, too = federal crimes of: auto theft, wire/mail fraud, transporting stolen goods across state lines, and possession of stolen goods, to name a few.
Bottom line: never release anything you sell until you've received payment in full. The buyer must assume the underlying risk, not the seller.
