as you state the above item is the "Vermont Statute" which, as someone points out below, States normally do honour, or should, another state's laws.
However, when I was in court once, the judge reamed (sp?) out a Virginian resident, indicating that it was "a privilege" that NY allows someone from out-of-state to drive in NY, and therefore, the out-of-state person needs to comply with NY state laws. She was harsh to tell him (he also talked back a bit), but ultimately he was smacked on the wrists and paid a small fine.
So whether or not one agrees (and I am not taking a side), it is up to the out-of-town person to abide by the state's laws, not the other way around. An example would be someone from the lower half of the country arguing that they were driving 75 because that's the speed limit in their state, when it's only 55 here.
My advice would be to get your items in order, as suggested by others, and present your case, that you were transporting, etc. Be polite, thorough, and respectful in your presentation. The last thing a judge, officer, etc. wants to see is someone "combative." If you had passenger car VT plates, it probably would have been a non-issue, but the officer was most likely doing his job, not out to get you.
