GPS signals are oneway. You can't send your location back to the satellites, so you need some type of radio or cell transmitter to send your coordinates out to anyone trying to find you. Onstar use the cell phone system for this and thus needs available cell coverage.
However with Onstar or another GPS nav system, they wouldn't have gotten lost and this tragedy could have been avoided.
