...after-all, I am sure several motorists a year refuse to sign.

As part of the process of 'discovery', contact the local traffic prosecuter's office and find out if there is a law that he must ask you to sign. Depending ou the state and local law, you may or may not be in luck. Only way to find out is through the process of discovery. (also ask for the officer's notes from the arrest, the method he used to record your speed, any tapes made by his dash cam, whether or not his car is calibrated to use his speedometer while following you, radar gun callibration record, etc...

I once got off of a parking summons in NYC because the officer signed his traffic summonses differently than he signed his employment record and tax records (he used an inscrutable scribble). I claimed and stated that either an imposter had signed the summonse or the officer was intentionally obscuring his identity. I claimed that without a prpoer signiture he could have just givn his summons book to a school kid or homeless person who was doing his job for him. I asked if he had his C.O.'s permission and if this was standard departmental policy. I asked if there was an official copy of his signiture on file and if this signiture matched ( I knew it did not). I claimed he intentionally changed his signiture so as to intentionally mislead me as to his identity or to allow someone else to do his work. The case was dismissed. (I first got copies of his signiture through the process of discovery by getting a copy of his daily activities log. It contains a true signiture).
