Regardless how regulatory safety standard changes, a car is either fundamentally safety or is skin-deep safe. How many of today's safe cars have doors that still open after a crash? What good can all those airbags do if the car caught fire and no one can open the doors and get out?
Don't forget that the very first Saab, built in 1948, with a 3-cylinder, 2-stroke engine had a safety cage around the passenger compartment. Real safety has to be built-in.
