The dog owner is almost certainly responsible. It is the owner's responsibility to control her dog and not let it run free where it can cause harm. Typically, local or state law will require dog owners to make sure their dogs are properly fenced or on a leash. The owner's negligence in not properly controlling her dog caused the accident.
Since the damage is to the side of your car, there is no way you could have been at fault -- it is clear that the dog hit your car, and that your car did not hit the car.
