A 9 year old who has grown to that age in the Big Apple probably has a pretty good sense of how stuff works, especially the subway and buses. And now that the city is a reasonably safe place to roam around, I don't see a problem with this. Besides, if the kid is clamoring to be given a longer leash he is probably ready for it. I would probably have slipped the kid a cell phone instead of two quarters, but that's just me.
By comparison, my 15 and 20 year old daughters, who have grown up out here in semi-ruralia, would be in much worse shape in NYC (or any city) than the kid in the story. They like going into the city but admit to finding it a bit intimidating. It's all in what one is used to.
When I was 9 to 12, my friends and I were taking buses and subways riding our bikes all over Cambridge, into Boston, up to Belmont and Arlington and our parents never gave it a thought. We'd take off in the AM and come home in time for dinner. It was a safer, gentler time, but it all worked and we'd grown up there, were street smart and knew where not to go.
Good for the mom to give her son some wings.
