You're the customer so your perceptions are the market reality. Your opinion on one part of their business affects your opinion of the other part even if it's totally independent (to them). Often one hand doesn't talk to the other so one promotion may not be supported with readiness by the other group. Lots of the stuff is outsourced but it's still managed and funded by GM. Cutbacks hurt here too.
I agree that screwups hurt revenue, but most N. American corporations tend to be short-sighted. They want to save cash now at the expense of customer loyalty and company image. It's not good, just reality, and you have a right to complain. I wonder if any of the non-domestic companies have the same issues, but then few of them have OnStar like services.
