Coincidently, I was confronted with exactly the same issue. I get gas and electricity for the same provider, PSE&G in NJ.
During 2008 my electric bill was running 20%-40% less than the prior year. I actually called PSE&G and pointed out the anomaly. I outlined changes I had made which could have caused the drop, but I admitted that I was stumped.....and concerned.
PSE&G acknowledged that it was puzzling. They noted my concern and stated that they wouldn't do anything about it unless the electric meter started indicating that I wasn't using any electricity. They confirmed that this does happen occasionally when a meter stops running.
My total gas and electric bill (in dollars) was 20% lower for 2008 than 2007. The drop in KWH of consumption was closer to 40%.
