As an owner of rental property, plus I've also helped my neighbor turn a few rentals over the years, it's good practice for an owner to give a place a fresh coat of paint before a tenant moves in.
My rental took 23 gallons of paint(inside only), which could be a considerable expense for the owner if it all needed done. IMO, if you wanted to paint a few rooms, maybe a gallon per room, then the owner should pay the cost, possibly in a rent reduction for the month. He should gladly pay the cost of the paint, since you are saving him the labor.
