OT: Slowing down an electric motor?

I'd like to make myself a small belt grinder using an electric motor I've already got. The problem is, the unloaded speed of the motor is 3400 RPM, & I'd really like it to be about half that for my grinding. It's a 24v/100w motor. To me this means that a 24v/4a power supply would give me both full speed & full torque. But what I really want is half speed at full torque.
I read thru a Baldor white paper explaining some of the pitfalls of both low & high voltage conditions on motors (linked below). I thought I knew what I wanted to do, but after reading thru the white paper I'm not so sure. It says (to me) that if I go too low on voltage, then I might not only create a no-start condition, but I might also overheat the motor.
How do I pick the right power supply to easily AND SAFELY slow the motor speed down by half, but keep the power high so that I don't stall the motor when grinding?
