A well maintained one would work pretty well, a poorly maintained one could be a money pit. It depends on you too. I've owned a lot of Saabs in that price range and done well with them. But I have tools, a heated garage with a hoist, I know how to do a fair percentage of things myself, and I have access to competent, honest mechnics when I choose to pay rather than play. As you cross off things on that list that you don't have, the odds of it working well go down. If you pay a little more you could get a lot more. If you spent 10K and shopped hard you could get a 9-3 or 9-5 with more like 50K miles. With $3500 down you wouldn't have much of a payment. There's no free lunch when it comes to cars--you can make payments, you can make repairs, and sometimes you do both. I think "cheap" Saabs work best when you can do at least some of the work yourself and that's your call.
