If the lighter is not live with the key off, you will not be able to charge the battery through the lighter socket. You may have a power point elsewhere in the vehicle (trunk?) that is live with the key off.
Most battery tender type chargers will come with a harness that can be permanently connected to the battery with a lead accessible from the outside. I hooked one up like this for a car that gets used once a month - the charger stays on the battery all the time when the car is not being used.
In order to do this you need a smart charger (battery tender or other 'float charger') that will not overcharge the battery.
