Loctite 518 Anaerobic - primer/activator needed? Bead?

I'm abou tto use some Loctite 518 on my oil pan. I decided to read the directions... and in there I found a statement "spray Loctite Klean N Prime Activator on one surface only... apply bead of 518 to other surface".
Is this "activator" needed? From reading the recap at the Loctite site, it looks to me like some reaction between the metals and the sealer would cause curing. Also, I haven't seen anyone else mention using the primer in on-line posts. Is it needed?
Also, how large a bead should I put on for the oil pan flange? It looks like the factory hardly used any sealer on there.
