This makes sense.
Expressed in terms of maximum throughput, there's going to be an optimal speed.
Say, for example, you had to get the MAXIMUM number of cars out of New Orleans before the levee failed. You'd form a couple sets of equations, including one for the "length" of a car at 40, 50, 60, and 70 mph (figure a 1 to 1.5 second gap - the length goes up with speed) and the overall probability of failure as a function of speed & time. I.E. at 30mph a flat tire means you pull over to the berm and there's little to no drama to either side, in front, or behind. At 70 the margins are thinner, and the potential for second order effects would seem to be much higher.
In the extreme, look at Bonneville. A 200mph attempt gets the lane to itself. Throughput is nearly zero (the "theoretical car length" is 3 or 4 miles long).
And while I'm sure any particular person might have better skills than average, on average ... we don't. Look at that Indy car mess at Las Vegas a couple weeks ago. 100ms of inattention...15 cars, a mortality, and the racetrack closed. Even the pro's have to deal with capacity constraints.
But optimal speed for a given piece of road ... that would be a fun problem to play with.
