I used to calibrate torque wrenches for part of my job; I've probably worked on over 5000 of them, and I'm very familiar with this generic type. I've calibrated them as brand new, lightly used, and old and beaten. Many times, I saw the same wrench year after year. Brand new, it's going to be off by 10-50%. That's pretty much a guarantee; if it's actually in spec, it's blind luck, a 1 in 100 shot. Once re-calibrated, it will be somewhat ok for a while, and may stay within 10% for a year if you're lucky. After the second recalibration, it becomes more stable; still might not meet the ASME +/-4% spec a few months down the road, but likely within 6%. For your purposes, what this means is the wrench is worthless, because you're not going to spend $100 getting it calibrated twice and waiting a year or more for it to become halfway decent.
