NHTSA is the agency that wants to ban cell phone use. While they may have done a study, it seems they are largely reacting to an apparent spike in serious/fatal accidents in which one or more drivers was using a cell phone. This has been pushed by a few politicians seeking to satisfy the needs of constituents who lost a loved one in an accident because of a cell-phone distracted driver.
So in a reflex action, they are trying to eliminate cell phones altogether, as if it is the only distraction drivers have to contend with.
While I sympathize with those who lost someone in an accident, a broad mandate is not the solution. Better to educate people about just how dangerous phoning/texting and driving can be--starting with TV spots and in driver's ed classes. Insurance companies could get involved, too, with coverage limitations and in determining fault in an accident. A further (and more Draconian) step would be for phones to be disabled when a vehicle is in motion. That's entirely possible and could be done with the cooperation of the cell phone companies. But it ain't likely to happen.
Considering the number of other things that cause drivers to be distracted, cell phones are just the low hanging fruit of the day and an easy target.
