that in the absence of cell phone use, the driver is always a calm and collected driver. In real life, there are plenty other distractions and axieties that might impair a driver's ability to control his/her vehicle (e.g. rush to get to an appointment). A quick incidental cellphone use can remove some of those axieties and distractions for the remainder of the trip. Sometimes a quick cell phone use can reduce the need to be on the road to begin with (a call like "honey, can you pick up the milk on the way?").
The studies are not looking at the full picture. The full picture is that cellphone use increased by over an order of magnitude in the past decade, while accident fatality count dropped by 30%! No other prior decade had ever witnessed such a huge drop.
