It makes zero sense to have use time-integrated risk for all cellphone use including incompetent chatterbox who can not put down their phones to save their own lives. Nor does "my suspicion if nobody used cellphones at all" apply here. The proposed law here is not just about banning continuous use of phone (a form of use that would predominate the detrimental effect in any time-integrated study because they are grossly over-represented in any sort of time-integrated study), but all use of cell phones, including incidental users whose cellphone use actually contribute to driving safety. In fact, in a way, the law bans incidental use in favor of habitual users who use headsets!
