I have been very much involved real scientific studies for 20+ years. I'm just not a fan of the government-sponsored neo-religio nonsense that relies on "peer-review"/consensus alone without any ability of controlled testing.
I categorically reject the claim that cellphone use always reduces driver concentration. For someone driving to make an appointment finding himself late 20min before arrival, a 1min phone call to inform the counter party may impose a 1min distraction but it also delivers 19min of calmer and more focus driving attention than if the same driver had to speed and scramble to make the appointment instead. The anti-cellphone crowd is making the same mistake here as the early anti-GPS crowd a decade ago: while looking at the device might be momentarily distracting, but it makes the rest of the driving much less anxious and therefore much safer.
That is one of the potential causal connections between vastly widespread use of cellphone in the past decade and declining traffic fatality, which dropped 30%, a rate of decline that is entirely unprecedented in all previous decades. Cars have been getting safer for many decades; there's nothing unique in that department in the past decade.
