while I agree that they have been getting safer for years, there has been a substantial jump in the last decade or so. For years it was almost a faux pas to advertise a car based on safety! I guess nobody wanted to hear the hard realities of driving! anyway, with media attention on iihs testing, this has moved up in more consumers' minds.... it's hard to find a car ad now that doesn't tout "5 star safety" (whatever that *actually* means)... and some of it is lip service, and some of it is real broad band improvements... the iihs testing* has forced companies that otherwise made very unsafe cars (eg Hyundai) to make cars that are much safer... thus the vast majority of the population (who drive those cars rather than Saabs or Volvos) now are in safer transportation... not as good as Saab + Volvo, but catching up...
* the big iihs testing scare that started it all was the SUV side impact test... an incompatibility that SAAB was looking at almost a decade prior (T-boning 9000's with Land Rovers) + is a key reason for the 9-5 and its folding B pillar! the 9-3ss was the first car ever to get a double best pick + it was designed before the iihs test started. Virtually all other manufacturers either withheld vehicles from that test pending redesign (recognizing what the results would be), or did poorly... they then redesigned to pass the test (mostly by adding side curtain airbags)... that "real life safety" program makes a huge difference because it goes above + beyond just passing a minimum set of tests to save face! one of the big reasons we've stuck with Saabs...
One thing you could do if you really want to differentiate cell phone use from car safety... look at the collision rate rather than the fatality rate... safer cars will reduce the fatality rate more than they will reduce the collision rate (active safety will reduce the collision rate, but passive safety will not, yet both will reduce the fatality rate)... I have no idea where to find that data (short of googling, which I will leave as an exercise to the reader)...
