You are defining a benefit of using a phone in a car in a very narrow way. Most calls are far more than a minute.
Suppose I spend an hour on the highway in light to moderate traffic doing a conference call. I'm driving 65 in the right lane. Cruise control on. I'm not endangering anyone, getting work done, helping colleagues get work done. I have the team email me with anything they need me to do after the call because I tell them I'm driving and can't take notes.
Any of us can reel off dozens of real world instances where it's more than a minute on the phone, but are calls that, while not critical, are positive uses of the technology. And handled intelligently are of very low risk.
The issue with cell phones in cars is partly operator skill and partly good judgement. Using a phone in heavy freeway traffic at 70 mph is not a good idea. It's not a good move at 25-30 on a busy city street, either. It's probably also not wise when trying to find your way in an unfamiliar place, unless the person on the other end is giving you turn-by-turn directions. Even then it can be dicey. And texting is always bad when driving.
But the problem with good judgement is that it comes from experience. And a lot of that comes from bad judgement.
