James and I have been going back and forth on this several rounds. The vehicle collision safety technology breakthrughs in the previous decades were far more significant than the incremental improvements in the last decade. Things like airbags, seat belt, door beams and even the crumple zones, were all invented and put into widespread use in decades prior to the last decade. The incremental improvements in the last decade, like knee airbags, are obviously evidences of existing safety technology reaching the point of diminishing return, obviously can not possibly save as many lives as the first two airbags put into cars in the early 90's, or the seat belts a couple decades before that.
Injury rates and collision rates are also (most probably) down. These two, especially the later, may be hard to come by in statistical form, but they can be deduced from declining automobile insurance rates for collision/comprehensive and especially the medical portion, especially when set against rapidly medical insurance rates in non-auto related plans during the same time period.
