from my intl shipping experience and what I've got from friends of mine, it doesn't mean too much when it comes to a particular city. But fwiw, being Moscow born and bred - which is like NYC, but here in Mordor - I recently moved to Saint-Petersburg - which is like the Windy, IL.

Sorry I forgot you're a busy bee. From all of my experience on dealing with US sellers and USPS shipping (six years with 80+ parcels and counting), only two parcels were lost: they left USA for nothing. One parcel lost its tracking somewhere in US, but finally made it down here.
The only restriction - which comes only from experience and background, not from their legal terms and conditions - is that it is better not to send anything from early December to early February thru USPS because of your Santa and our Ded Moroz. Otherwise, the delivery will be very delayed if not lost.
