one of the drivers ed 101 rules was "go with the flow"... (ie if the flow is 75 and the sign 55, you go 75 and vice versa)
the other few pertinent ones were: leave space and pass quickly (to maintain space, no more than 2 seconds in a blind spot)...
sticking hard and fast to a speed limit is completely at odds to these ideals of driver safety... obviously, the faster one goes, the more dangerous a collision, but there are times going faster reduces the risk of collision. passing quickly (in <2 seconds) requires >10km/h (7 mph) speed differential as a minimum... so the fast lane *should* be faster and cars should generally switch back to the previous lane and revert to their average speed...
obviously in congestion things are different, but in congestion, things move more slowly (due to the congestion)...
I think things work well here, where the ticket for 20km/h over the posted limit is pretty insignificant such that the police wait for faster speeders (and their visible presence tends to reduce the average speed). A ticket of 50km/h over is considered street racing and involves immediate massive penalties... It's a percentiles game in a sense... The unstated 20km/h buffer gives the margins required for safety passing etc. I have driven in locations where 1km/h over yields a ticket (often with highly camoflauged traps) and it is very unsafe - lots and lots of tail gating and dangerous passing situations.
but it is not about safety, it is about revenue generation...
