yes, I think tossing pennies out the sunroof would cross that line... if the tailgater crashes because of that, it would not be a good story...
personally, if it's so busy that I can't switch lanes, I just slow down to get the gaps I need. That increases the space in front, slows down the tailgater, and then I can accelerate again leaving a gap in front and behind me... sometimes a persistent tailgater will close the gap again, so I repeat... usually they pretty quickly get the picture: "if you want to get there slower, keep doing that"... I've done this in densely packed fast moving traffic, and I've never had trouble making space for my car... and one can do it subtly enough that there is no risk of causing a collision. It helps that Saabs have great mid-range acceleration! I drive fast enough and use enough driving etiquette that there is no excuse for someone to tailgate me (I'm not the prius driver hogging the fast lane). I'll eventually switch lanes to let them by but only once it is safe and sensible to do so - they can back off until then...
Then again, you guys have wackos on the roads with guns stashed in their glove box or under the seat... be careful out there!
