So this one will be shorter.
I had my mum bring me back some E-code lights last time she came back from the UK. She didn't have any issues with them.
You can check snowboards, surfboards, bicycles, so I wouldn't think the bumper cover would be an issue. Although, you may just want to say a big piece of plastic so you don't get an "Uh, a bumper what?" type thing.
Check the airline's size and weight limitations for checked baggage, and also check their restricted items list to make sure you're not violating rules.
Airlines love the additional "fees" they're tacking on to things, $3 million last year I think. So expect to pay $25-$75 per checked item. Those fees are supposed to rise later this year, so that's another thing to ask airline.
A bigger issue I'd think would be Customs Canada. You may end up paying tax and duties on the items you bring in. Another phone call might be in order there to find out.
