They are designed to grip the threads with the shoulder that is pinched in several places when they are made. This provides more resistance to the nut coming off. Once installed and then removed, this resistance is gone, and the nut no longer holds the same as when it was new.
I find that it is being penny wise and pound foolish to re-use the axle nuts. Presumably, when you are "putting it all back together", you've replaced other components costing a good bit of money, so why cheap out and not buy the $5-10 nut?
