Shouldn't be an issue. I ride most of the construction zone (8A to 7A) every day, and other than random accidents, and heavy Friday night traffic, it's smooth sailing. Three lanes each way are open all through the construction, unless you're coming through at night.
Personally, I will avoid the GWB at almost any cost. Taking the GSP and the Tappan Zee is much easier and certainly less wearing on you and your car. It's not so much the bridge, but the approaches built on old cart paths that'll screw you up.
Out of New Haven, you have a couple options. I-84 west to I-684 south, or take I-91 south to the Wilbur Cross/Merritt Parkway. Either way, you're getting off at I-287 to go towards the Tappan Zee Bridge. Cross the TZB, and take the GSP south. Take the GSP to the NJ Turnpike.
From here, there are a few options, depending on whether you need/want to avoid tolls. From most expensive to least:
1) Take the NJT all the way to Delaware & follow I-95 to DC. Tolls: NJT: $7.95, Delaware Memorial Bridge: $4. More tolls in DE & MD...
2) Get off the NJT at exit 7A, take I-195 west to I-295 SOUTH. I-295 South parallels the NJT, and dumps you out after the last toll on the NJT, at the entry to the DMB. Tolls: NJT: $2.45, DMB $4
3) Get off the NJT at exit 7A, take I-195 west to I-295 NORTH. I-295 North will then take you into Pennsylvania and dump you on I-95 SOUTH, which will take you through Philly, and avoid something like $8 in tolls (the remainder of the NJT plus the DMB). It's a bit out of the way, but gas is still cheaper than those tolls! Tolls: NJT $2.45. That's it, until you hit DE!
I can't wait for the new TZB. But it won't be complete until 2018!
