... not with the current layout at least. All they have are accelerometers and gyroscopes attached to a person's neck (which dampens all sudden shocks btw). And there are plenty of moves a person can do that would look like a fall to those sensors (e.g. sudden stop to pick up that nice fat wallet laying on a pavement).
On the other hand it will be of no help at all to a biker who it broadsided by a bus - because there is no change in acceleration until it is too late.
For comparison, if you look at car airbags those deploy after the collision begins and rely on crumbling metal and very high accelerations. Such information would not be available for a bike collar-helmet.
