We had the same problems in our 1939-era home. After putting on a new roof (which the house needed anyway) the damming persisted until our carpenter (he's worked for our families for many years...) took one look and suggested we ventilate the soffits.
Not a cheap solution, as the rotted stuff had to be removed first, but after he was done, no more ice damming. It's been 3 years now, and no signs of it. A great relief.
Years ago, when we had a really bad case of the ice damming (leaking through to the ceilings on the first floor in several places), we had our roofing company come in and set up what was basically a giant steaming machine: it melted all of the heavy ice off the roof in about an afternoon of careful work. Very expensive, though!
Whatever you decide to do, be VERY careful about going up on the roof yourself! Even for an experienced contractor, icy roofs in winter can be VERY dangerous!
