Actually, it is true that a damp cold can be worse than dry cold. I remember skiing for a day in windy freezing rain (east coast) and completely freezing my nose. It was pretty bad even though the temperature was barely below freezing. Otoh, -30 (celcius) in the Rockies is ok if the winds are low because it is dry. It helps to stay below the tree line if there is wind. At some point, dry cold can become miserable also. I don't know how people in Winnipeg or Edmonton do it.
I guess I'm still dumb enough to go in the ocean in January (though not without a wetsuit). California ocean temps don't change that much: by my standards it is almost tropical, even in January! My "home" surf breaks are about 15 degrees C (60F) at their warmest in the peak of summer - most of the year it is much colder than that! The right equipment is critical.
I agree with Cary, that the seasons bring variation to one's experience. I wouldn't really want to give that up... still, Hawaii is freaking amazing!
