That's an interesting one. In my years of traveling one thing I've definitely learned is to book directly with the airline whenever possible. These days it's almost always the same price, and it makes dealing with any hassles that come up much easier. Same with hotels. There are a few exceptions where the travel sites can provide better fares by using multiple airlines, but this is the only time I would use them.
The conversion fee is on the bank. They break it out these days after a big class action suit over bundling it with the charge to make it look like it was part of the exchange rate. A few higher end cards and Capital One offer no foreign transaction fees.
I guess they make their money is by saying they'll charge you US$777 to make the flight look cheaper than others are offering and actually charging you the same US$800 that everyone else would and then blaming it on the currency exchange Billing it directly to United makes it more confusing to dispute and protects them from having their credit card billing rights pulled, and they'll get the same kick back as a respectable travel site. Pretty scummy! Clever, but it sounds like a lot of effort to rip people off for a few dollars.
Other than disputing the charge, the best you could probably do is talk to United. Maybe try and ask for their fraud department or something like that. They couldn't be happy that they're paying money to an operation with these practices. Now whether they'll be able or willing to do anything about your ticket or not I don't know, but it's all I can come up with.
