As others have pointed out.
It doesn't matter what your neighbors have.
If you see the tile sitting in groundwater, it won't work.
I can't imagine any county allowing a septic system install in 2006 without proper documentation. Soil borings and percolation tests had to have been required, and a full set of drawings submitted to the county to keep on record.
It's possible that the groundwater issue could be seasonal (but seems unlikely) or the result of other development adjacent to your property.
