yes, the valves will close fully in the head. all hydraulic means is there is what looks like an m&m candy in between the rockers and lifter the top of the lifter stays in contact with the bottom of this m&m candy at all time and the rocker stays in contact with the top of the m&m. the m&m is the hydraulic. its a split shell and inside it is the hydraulic action it can compress and expand with the motion of the rocker. sometimes these hydraulic m&m's become old and get stuck compressed and they no longer expand. my bet is you have 1 or 2 m&m's stuck in the compressed position. when this happens the you get awful performance. most of the time when a motor is at operating temps with the stuck m&m beating the hell out of the motor at stoplights with get the m&m to start working again.
this mostly happens when the motor has been sitting for an eternity and never started. the m&m`s which are compressed in this prolonged slumber never expand again once the motor is restarted.
pull the rocker off and get the m&m's out and look for the bad ones.
