I looked into this a couple of years ago and the plumber that gave me my estimate said the new style required "copper pipes", which seem to be found in the older built homes. After all was said and done; I decided not to take the plunge. Just the cost of the "building permits" this guy had to pull made that decision for me. I think the new water heaters with some additional insulation will solve your problems.
