You think? I would expect any reasonably modern electrical device to use an unregulated power supply and do all the regulation on board... for the exact reason you state... people do weird things, often connect the wrong chargers to devices. Relying on a special device to charge and starting a fire when the consumer makes a mistake seems like something nobody would do these days. Unregulated AC-DC power supplies are commodity items and seem like exactly what you'd find with a consumer electronic. Regulated supplies are kinda unusual. That goes double here because we know he's charging an 18v battery with a 29v charger - that suggests to me the regulation is onboard.
Some more information about the make & model of the vacuum would be helpful, but my bet is that you could use anything at about 29v/.5 to charge the thing.
