It's not actually OBDII, it's Y2K and newer. '96-'99 OBDII cars are still dyno tested.
There is no evidence California is going to try and smog test cars off the road. Emissions targets are based on actual data - if the average 1990 Ford Escort produces X emissions, the targets for 1990 Escorts is X. That's how it's been for a really long time. Emissions targets on most cars haven't changed in a decade. I'm sure someone is thinking "that's not what I heard!" and I would tell that person you're wrong. Happy to post the last 14 years of smog tests on my XR4Ti if you'd like to compare - I've done it before. :)
Most likely, they will get rid of the some component of the tests in the near future. Next year only cars between 19 and 42 years old will need to by dyno tested - 43 year old cars are exempt, cars younger than 18 years old get e-tested. It's going to be a hard case to convince business owners to own and maintain dynos for an increasingly small percentage of cars. I can't speak for everywhere, but *most* places I go my 1999 Suburban is the oldest car in the parking lot... and I think of it as my *new* car!
