YES the registration fees based on value are grossly unfair
That's why my many thinking people nowadays register their cars with an LLC in the state of Montana it is perfectly legal although some states have tried to crack down on it the point is you don't own the car the LLC does. It is a company car

Some states will harass you try to compel you to register license it in the state you reside in.
California is particularly strict sort of like tax Nazis I understand they even have an 800 number where they ask you to turn in your neighbor! And if you buy a new vehicle there and intend to register it in Montana they want you to take it out of the state on a flatbed trailer or car transporter they don't want the wheels to touch the ground!
Luckily our state is very tolerant and it saves us a lot of money. And yes our insurance company is good with it has no objection as the insurance rate is based on where the car is stored and used not where it's registered.
there is no sales tax in Montana eitherso when buying a new vehicle you can save many thousands of dollars and not have to pay sales tax. and then there's the license itself much cheaper.

Because our Ferrari is more than 10 years old we're able to get plates for life that never expire for $500 and they transfer to any future owner as well!

Montana has over 200 different custom plates available this one the money benefits a charity that supports wild horses.
the herd in Montana is about 160 now they are the direct descendants of horses that escaped from the Spanish conquistadores in in the 1500s who as you may know, brought horses to North America!
I have to say we find it amusing those who tut tut, disapprove of The idea. You might recall that America was founded on principles of tax resistance, (if not tax avoidance) and many of the same people would not hesitate to register their corporation in Delaware to avoid taxes another perfectly legal tax mitigation strategy! over a million companies in the United States register their corporations in Delaware !they're for depriving their home state of Revenue and no one says a word about it yet we complain about all the companies being overseas to avoid having to pay taxes No one's saying you shouldn't pay your income tax certainly not me. we do!
