Back in my detailing days I learned to use degreaser and a medium stiff brush with medium bristles. I currently use Simple Green and have used it full strength on tougher jobs - just don't let it sit on the finish too long.
Spray down all four wheels with degreaser, then start with scrubbing the first wheel you sprayed, moving around the car in order. Rinse off with garden hose sprayer in the same order. It can be messy, but should work like a charm.
