They did at one time but some localities have labeled such services as Auto Repair, meaning a different zoning category for the store is necessary to read codes, and/or the person running the Code Reader needs to be ASE certified. Or maybe it was the Liability Insurance Carriers who stopped these free services
The 'good old days' are gone forever......
As bobc posted, the $20 cost is well worth the convenience of having instant access without carrying other devices and cords in your car.
