Lazy. I think that's it. Maybe the boss man is short-sighted and expects everyone to hurry through more jobs to maximize profit...
I think that in general, people don't take care to do the right thing when its not likely to be noticed. It bugs me too!
I bought a 2004 9-5 Aero wagon from a Honda/Acura dealership years ago. When I asked if they would pay to repaint the front bumper, they looked at me like I was crazy. When I told them that they had used large coarse-threat sheet metal screws to fasten the front plate to the car, their first response was, "We don't touch the plates." It was a front logo-plate with their name on it. They punctured the bumper skin.
Of course, they said, "Do you want the car or not?"
I bought it anyway. Their internet sales manager had dropped the asking price below what I had planned to pay, since he didn't know that I was coming to look at it. That bit of incompetence saved me over $1,000! (That's an exclamation point, not the factorial sign.)
Cheers,
~P
