I think its laziness paired with frustration about the seemingly unnecessary complexity of cars. The repair business model also probably assumes rightly that 90% of their customers will never look under the hood, let alone under the car, or check any repair. As one of the 10% to point out stuff like improperly affixed belt covers or air shields, the answer is usually something like "they/that doesn't do anything anyway." While I agree that manufacturers invest in designs that discourage repair and parts replacement, I still expect the shop to button up the car, and charge me for their time. But I've gotten condescending excuses often enough that I've taught myself to do my own repairs and invest in equipment to do it.
