I'm running Windows 11 Pro version 23H2, which as far as I know is the latest production version, and WIS 3.0 and EPC 2010-3 both work fine for me. I wonder if there's a relevant difference between Windows 11 home (which you might be running) vs. Pro?
An alternative might be to run the web-based EPC here: https://saabwisonline.com/#gsc.tab=0
But to do that of course you need an internet connection, which might be hard to find when you're broken down by the side of the road.
