The answer is out there somewhere, I remember reading it online before, but it is something like this:
The idea was to add zeros to the end, but if you add a zero to 900, you get 9000, which was already taken, so 9-3 means a nine followed by three zeros.
Adding another zero to 9000 gets you 90000, which was considered too long to be practical. Why they went with 9-5 instead of 9-4 escapes me at the moment. If you do some detailed searching of the PR archives, you may find the answer.
The overall naming convention is seated in their aircraft history, which used numbers like the ones we now see on their cars. Viggen is named after one of their fighter jets, Viggen being Swedish for 'Lightning.' -JerryC
