If it's a Saab dealer, they should have access to all the warranty and regularly scheduled service history as it's computer tracked. It seems weird, unless the original owner didn't bother with scheduled service or just had it done elsewhere, which would be weird too.
Also, I'm not impressed with a $17k price for a 9-3, unless it's a 9-5 you're looking at. Not as familiar with 9-5 used pricing, but they do hold their value better than used 9-3's.
